eBay.com updated its fee structure in early 2025, with final value fees increasing by up to 0.35% in most categories. Here is what US sellers pay today under Managed Payments.

1. Final Value Fee (FVF)

The final value fee is eBay's main commission, charged on the total amount of the sale — item price plus buyer-paid shipping. The base rate for most sellers without a Store (or with a Starter Store) is 13.25% on the portion up to $7,500, then 2.35% on anything above that.

Top Rated Plus sellers receive a 10% discount on the variable FVF for qualifying listings. To display the Top Rated Plus badge, listings must offer same-day or one-day handling and a 30-day returns policy.

2. Per-Order Fee

In addition to the percentage FVF, eBay charges a fixed per-order fee on every completed transaction:

  • $0.40 for sales over $10
  • $0.30 for sales of $10 or under

3. Insertion Fee

All US sellers without a Store subscription receive 250 free fixed-price listings per month. After that, insertion fees of $0.35 apply per listing regardless of whether the item sells. Store subscribers receive significantly more free listings — from 250 (Starter) up to 100,000 (Enterprise).

💡 Tip: Good 'Til Cancelled (GTC) listings renew every 30 days. Each renewal counts against your monthly free listing allowance. If you run a large inventory of GTC listings, monitor your count to avoid unexpected insertion fees.

eBay US Promoted Listings Fees

Promoted Listings Standard is eBay's pay-on-sale advertising product for US sellers. You set an ad rate (a percentage of sale price), and only pay when a buyer clicks your promoted listing and purchases within 30 days — there is no cost per click or upfront charge.

  • Minimum rate: Usually 2–3% depending on category
  • Suggested rate: eBay shows a suggested rate in Seller Hub; listings at or above this rate receive better placement
  • Payment trigger: Only charged on completed sales attributed to a promoted listing click
  • Combined cost: FVF + promoted rate can exceed 20% in some categories — model this before activating
⚠ Watch your promoted rate. A 5% promoted listing rate on top of a 13.25% FVF means eBay takes over 18% of your sale. On lower-margin items this can eliminate profit entirely. Always calculate the combined effective fee rate before running promotions.

  1. Achieve Top Rated Plus status on eligible listings. The 10% FVF discount is the most accessible fee reduction for individual sellers. Qualify by offering same-day or one-day handling and a 30-day returns policy on qualifying listings.
  2. Upgrade to Basic Store if you hit the break-even point. At $21.95/month (annual), Basic Store pays for itself at around $2,440 in monthly sales. Run your own numbers — the break-even point shifts with your average sale price and volume.
  3. Don't over-subscribe on Store tier. Moving from Basic to Premium reduces your FVF no further — the 0.9% saving versus no Store is already locked in at Basic. The higher tier only benefits very high-volume listers who need 10,000+ free listings per month.
  4. Manage promoted listing rates actively. Never leave default suggested rates running on low-margin inventory. Calculate the combined FVF + promoted rate before activating campaigns.
  5. Price shipping accurately. eBay's FVF applies to the total sale including buyer-paid shipping. Inflated shipping costs increase the fee you pay — and can hurt your listing's competitiveness in Best Match.
  6. Monitor your GTC listing count. Each Good 'Til Cancelled renewal uses one of your monthly free listing slots. Remove inventory that is not selling to preserve your allowance and avoid insertion fees.
  7. Check your category classification. FVF rates vary significantly by category — from 6.35% for Guitars & Basses to 15% for Collectibles & Fine Art. Ensure every listing is in the most accurate category. Deliberate miscategorisation to reduce fees violates eBay policy.
